EDAM’s report, “The Turkish model for transition to nuclear energy” covers public policies related to nuclear energy in Turkey and examines the intergovernmental agreement between Turkey and Russia for the construction and operation of the country’s first nuclear power plant to be built in Mersin Akkuyu on the Mediterranean coast. The report argues that due to the low electricity purchasing price and the burden of the financial risk transferred almost totally to the Russian side, Turkey seems to get an economically advantageous deal. However current shortcomings in Turkey’s regulatory setup and human resources have to be addressed for ensuring a safe and secure transition to nuclear energy. The report also examines Turkey’s non proliferation policies in the context of a state transitioning to nuclear power. The research has been funded through a grant of the Hewlett Foundation.
