We present to your attention the EDAM Economics note titled “Made in Europe: The EU–Türkiye Strategic Misunderstanding,” written by EDAM Board Member Can Selçuki and Dr. Ahmet Erdi Öztürk.
This paper assesses how the EU’s proposed Industrial Accelerator Act and its European-content requirements could affect production networks built over three decades of EU–Türkiye Customs Union integration. Using cross-border automotive production networks as a test case, it asks whether territorial preference rules would strengthen or weaken European industrial competitiveness. It argues that negotiations should preserve the Commission’s conditional recognition of Customs Union content, with any restrictions grounded in clear economic or security concerns, and that Türkiye’s strongest case rests not on automatic entitlement but on its demonstrable contribution to European industry.
